What is the Council Tax revaluation in Wales?

For households in Wales wondering if their Council Tax band will change.

Every home in Wales is due to be given a new Council Tax band in a revaluation starting in 2028.

  • Current Welsh bands are based on property values on 1 April 2003.
  • The law says the new list starts on 1 April in the revaluation year, 2028.
  • After that, homes will be revalued every 5 years.
  • The Valuation Office Agency is preparing to revalue about 1.5 million homes.
  • Current bands stay in place until the new list starts; only reply if the VOA asks you for information.

What a revaluation is

A revaluation means every home is given a fresh Council Tax band based on up-to-date property values. Your band decides how much Council Tax you pay.

In Wales today, bands are based on what a home was worth on 1 April 2003. The Welsh Government says this is 20 years out of date. Wales has 9 bands, A to I. Band I is for homes worth more than £424,000 in 2003 values.

What the law says

The Local Government Finance (Wales) Act 2024 became law on 16 September 2024. It sets up regular revaluations in Wales.

The Welsh Government chose the slower of the timelines it consulted on. It decided to make the changes in 2028 because this was the most popular view.

Who is doing the work

The Valuation Office Agency (VOA) sets bands in Wales. The Welsh Government asked it to start preparing to revalue all 1.5 million homes in Wales. The VOA has written to some households, such as those on working farms or in mobile homes, to ask for information.

When it announced this work in November 2023, the VOA said there were no immediate changes to Council Tax bands. You only need to send it information if it has asked you to.

New bands: check for the latest

In its consultation, the Welsh Government set out options, including keeping 9 bands with new values or moving to more bands. It also said it would put in place targeted transitional arrangements to help households whose bills change. Its reform page (last updated February 2025) says it will consult on further changes in the next Senedd term. That page does not give final new band values.

Other changes in the reform

  • Single adult discount kept. The Welsh Government decided to keep the 25% single adult discount.
  • Discounts reviewed. It is looking at 53 kinds of discounts, disregards, exemptions and premiums.
  • Council Tax Reduction. The scheme still helps about 261,000 low-income households in Wales.
  • Appeals. It wants to make challenging a band easier to follow, working with the VOA and the Valuation Tribunal for Wales.

What you can do now

  1. Keep paying your current bill. Nothing changes until the new list starts.
  2. Reply to the VOA if it writes to you asking for details of your home.
  3. Check you get every discount you qualify for, such as 25% off if you live alone.
  4. If you are on a low income, apply to your council for Council Tax Reduction.

Elsewhere in the UK

This revaluation only applies in Wales. In England, bands are still based on values on 1 April 1991.
