Is there a Council Tax discount for pensioners?

There is no Council Tax discount just for being a pensioner, but many pensioners qualify for other help.
- You get 25% off if you are the only adult in your home.
- Council Tax Reduction can cut your bill by up to 100% if you are on a low income.
- In England, national rules cover Council Tax Reduction for people over Pension Credit age.
- Discounts for disability or severe mental impairment, such as dementia, may also apply.

Is there a pensioners' discount?
In England, Wales and Scotland, there is no Council Tax discount just for reaching pension age. The official lists of discounts and exemptions are based on who lives in the home, income, disability and care, not age. But many pensioners qualify for one or more of the schemes below.
Northern Ireland is different. It has domestic rates instead of Council Tax, and there is an age-based discount there (see below).

Council Tax Reduction for pension age
Council Tax Reduction (sometimes called Council Tax Support) is the biggest help for pensioners on a low income. Your council looks at your income and who lives with you, and each council runs its own scheme.
In England, each council designs its own scheme for working-age people. But national rules set by the government cover people who have reached the qualifying age for Pension Credit. Every council must include these rules in its scheme. These national rules apply in every council area in England.
Conditions to check
- Living alone. If you are the only adult, ask for the 25% single person discount.
- Dementia or similar. Conditions like Alzheimer's disease, Parkinson's disease or the effects of a stroke can count as severe mental impairment. A person with this is not counted for Council Tax and may get a discount or a full exemption.
- Moving into a care home or hospital. If your home is left empty because you now live in a care home or hospital, no Council Tax is due on it.
How to check and apply
Discounts are not automatic. Contact your local council to apply. If you get a discount by mistake, you must tell the council or you could be fined.
If you live in Scotland, Wales or Northern Ireland
- Scotland: the single person discount and Council Tax Reduction (up to 100% off) are run by your council.
- Wales: the Welsh Government has decided to keep the 25% single adult discount. Council Tax Reduction is available to low-income households.
- Northern Ireland: Lone Pensioner Allowance gives 20% off your rates if you are 70 or over and live alone. You may also qualify if you live only with a carer, someone you care for, a child under 18, or someone with a severe mental impairment. It is not means-tested. Homeowners apply to Land & Property Services. Tenants apply to the Northern Ireland Housing Executive.
